On March 30, 2015, the FCC released a Notice of Proposed Rulemaking (NPRM) proposing to amend Part 4 of its rules regarding the reporting of communications outages. In general, the NPRM seeks to expand the types and extent of outages operators must report to the FCC. This includes any network malfunction that significantly degrades 911 calls, problems with overloaded Radio Access Networks on wireless systems, and other events that result in communications outages.
