Wireless Emergency Alerts: One of the items tentatively scheduled for the FCC’s November 19, 2015  monthly agenda meeting is a Notice of Proposed Rulemaking (NPRM) FCC indicates would propose ways to improve the effectiveness of wireless emergency alert (WEA) message content and the geographic targeting of WEA messages.  FCC also advised the NPRM would help facilitate WEA testing and proficiency training. LightSquared: In a Public Notice dated October 30,2015, listing various ex parte presentations, the FCC included a written ex parte filing submitted October 26, 2015 by LightSquared.  The LightSquared ex parte states that “The Department of Transportation’s draft test plan is fundamentally flawed and, for reasons we have made clear previously, should be conducted by the FCC and the Department of Commerce.”   The ex parte also states LightSquared’s rationale for making that statement.  The full LightSquared ex parte filing can be accessed at the following link: http://apps.fcc.gov/ecfs/comment/view?id=60001305217
