AMENDMENTS TO HARMONIZE AND STREAMLINE PART 20 OF THE COMMISSION’S RULES CONCERNING REQUIREMENTS FOR LICENSEES TO OVERCOME A CMRS PRESUMPTION.   Seeks comment on proposal to end the presumption contained in section 20.9 of the Commission’s rules.
