The NG9-1-1 Institute announced today that Washington attorney Patrick Halley has been selected as the group’s new executive director. Mr. Halley will continue to serve as of counsel at Wilkinson Barker Knauer LLP. Before joining Wilkinson Barker, Mr. Halley spent nearly five years at the FCC, where he was acting director of the Office of Legislative Affairs, acting deputy director of the Technology Transitions Policy Task Force, associate chief of the Wireline Competition Bureau, and legal adviser to two Wireline Bureau chiefs.
Before joining the FCC, Mr. Halley was director-government affairs for the National Emergency Number Association. At the NG9-1-1 Institute, Mr. Halley replaces Kim Scovill, who has led the institute for the past two years and continued to service as executive director until a replacement was found even though he was hired by Intrado, Inc., as vice president-government and external affairs.
